Terms of Reference (ToR) for Trainer

Introduction

Community Building Mitrovica is looking for a trainer/facilitator to engage to train the students about the assembly, the rules of procedures within the assembly, how decisions are made and other important things about the decision-making process as part of project “Improving Access to Justice at Municipal level”. The objective of these activities is to engage youth of Mitrovica region on decision making process and the justice at municipal level.


For this purpose, a call for trainer/facilitator is conducted: 

  • Trainer for three trainings “Simulation of Assembly Sessions” - delivering educational expertise and engaging as a trainer in preparing, facilitating, implementing and evaluating the activities carried out during the training  

This document constitutes the specifications of the framework, the purpose, standard criteria to carry out the services required and instructions for submitting the application.

Background

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica municipality. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

Purpose and Coverage

Simulation of Assembly training will be organized with the purpose of engaging the youth of the Mitrovica region on justice and decision-making process at the municipal level. Simulation of Assembly Session will be proceeded by a one-day training where participants will learn both the assembly, the rules of procedures within the assembly, how decisions are made, and other important things about the decision-making process

During the training, a case will be given to the students, where they will have to discuss it and make a decision on that topic in the main session.

On the second day the simulation of the assembly session will be held in the assembly hall and will be monitored by chairperson of the assembly.

Methodology and scope of work

Under the supervision and in close cooperation with the CBM, the trainer will implement the following tasks:

Development of the methodology and training, based on the assessment document:

1. Interactive, engaging teaching matters ex. Discussions, case study, activities;

2. Based on the assessment, drafting the methodology and activity outlines and submission to the CBM for approval;

3. Finalizing the methodology and activity schedule;

 

Conducting the training:

1. Selection of the training dates in coordination with CBM;

2. Based on the adopted methodology and activity schedule, facilitate the discussions and presentations;

3. Conduct a case study for simulating the assembly session.

Trainer deliverables 

The trainer is expected to deliver educational expertise and engages as a facilitator in preparing, facilitating, implementing and evaluating the activities carried out during the training. I

The following deliverables are expected:

  • Facilitating the sessions during the training;
  • Delivering one day training in abovementioned municipalities,
  • Conducting a case study, related to assembly session.
  • Providing technical advice and support to participants during the activities;

Duration and time frame

The trainer/facilitator is expected to be engaged in a total of three  (3) days trainings (one day training per one municipality): Mitrovica, Vushtrri, Skenderaj. All the activities will be organized on a time frame between March and April 2021. 

Requirements:

  • At least a BA in Social Science or other relevant field; 
  • Previous experience in facilitating trainings, workshops, with young people
  • Extensive knowledge of the law on Local Public Administration in Kosovo;      
  • Excellent interpersonal communication skills;
  • Proven and demonstrated broad knowledge and ability to identify findings on policy making level
  • Excellent communication and written skills in Albanian.
  • The communication skills in English language is an asset.

Submission of expression of interest

All interested parties should submit the following documents:

  • Expression of interest (EoI) outlining how the trainer/facilitator meets the selection criteria and their understanding of the ToR.  
  • A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames.  
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted.  
  • An example of similar pieces of work completed recently.  
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • Itemized financial proposal.

Evaluation and Selection Process 

This application is open to trainers/facilitators who are specialized in completing training and have proven and demonstrated broad knowledge of and ability to utilize the principles, methods, techniques and systems of mentoring, community outreach, youth development and identification of vulnerable youth. The selected trainer/facilitator will be responsible for designing and executing all the activities described in this ToR in collaboration with CBM.

The selection process of the trainer/facilitator will be based on the set of criteria developed by CBM Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the best value compared to price.
