Call for Proposal - Terms of Reference for Documentary Film “CBM 15 Anniversary

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica in Northern Kosovo.

CBM is an interethnic grassroots organization that identifies, encourages and facilitates joint actions of citizens in the Mitrovica region in order to promote cooperation, co-existence and democratic values. Fields in which CBM works are: protection and promotion of human rights, good governance,peace-building and reconciliation process, women and youth empowerment, minorities, economic development, education, etc. CBMs projects are open to members of all communities living in Mitrovica, and wider.

CBM is located in the city of Mitrovica, North Kosovo, while was initiated in March 2001 by IKV PAX from The Netherlands. In the beginning of 2003, our organization has been officially registered as a Kosovar CSO and in this year 2016 – we celebrate 15 years of our existence.

 

Overall Objective of Video Documentary

Community Building Mitrovica this year celebrates 15 years of its existence therefore would like to produce a documentary film that captures the journey of CBM since its establishment, key projects, activities, results, successes and remaining challenges to be addressed as well as future direction

The documentary has to focus on the impact of CBMs work in Mitrovica, a divided city by highlighting challenges and significant success stories of this work, showcase of the beneficiaries and what they have benefitted, and how this was translated in to impact at the individual, community and broader level.

The overall objective of the assignment is to make a documentary film that focuses in most important moments, projects and people who worked and gave contribution during these 15 years, starting from 2001 until 2016 featuring best approaches, best practices, achievements and real impacts.

The products required are:

2 copies of a 20 to 30-minute documentary video

2 copies of the 2-3-minute promotional video

1 copy of the raw footage for future usage

 

Tasks to be performed:

Under the direct supervision of the Community Building Mitrovica, the Consultancy firm will be required to:

 

• In cooperation with CBMs Staff to develop the documentary film’s overall concept and scenario;
• In consultation with CBMs Staff to develop the documentary script and storyboard to be used in the film;
• To produce a 20 to 30-minute documentary film suitable for media broadcasting highlighting the CBMs journey, key projects and transformative results through work done in grassroots that lead to groundbreaking changes and also this work through the lens of the beneficiaries and stakeholders;
• To develop a short 2-3-minute promotional video which can be showcased for resource mobilization purposes as well as conference and workshop presentations as well as 1 copy of the raw footage for future usage;
• Perform appropriate video filming and selected interviews with the beneficiaries, other grain stakeholders, implementing partners, volunteers, key staff members and other contributors;
• In consultation with CBM staff check of all existing visual and promoting material, visit website and interact with the local community who’ve been impacted by the work of CBM;
• Present a draft documentary to Community Building Mitrovica for comments about content;
• ubtitles in Albanian and Serbian language and English language if needed;
• Present the complete 2 documentary film versions, and hand over 2 copies of each version to CBM for future usage + the raw footage;

 

 

The applicant’s team should have the following qualifications:

 

• 3 and above years of experience working in the fieldof documentary /film production;
• Experience in producing work related documentaries for organizations with the aim of reaching both local and international audiences;
• Excellent technical capacities (state of art filming equipment preferably High Definition, video production staff) to ensure smooth and high quality production;
• Clear work plan and articulation of capacities and innovative approaches to carry out the assignment;
• A sample of similar assignments (documentaries/films) conducted in the past;
• Local knowledge of the region and situation;
• Additional experience in development communication and mass communication will be anadded advantage;
• Ability to start immediately;

 

Duration:

 The product must be available before the event takes place, 25 of May in its final version at least a week before the date.

Intellectual Property:

All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc) belonging to the client, which the Consultancy firm may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of the Client who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the Client in line with the national and International Copyright Laws applicable.

Contractual arrangements and supervision:

The selected/winner applicant will be hired and supervised under Community Building Mitrovica terms of contract for the purpose of delivering the above outputs, within the agreed time frame. CBM as the Client shall provide necessary support to the selected/winner applicant as access to relevant project documents necessary for execution of the duties under this assignment; review of all visual and visibility materials produced; consult for the beneficiaries, partners and supporters

Prepare script and narration for overall project documentaries and videos;

• Letter of Interest, stating why you consider your firm suitable for the assignment including brief methodology on the approach and implementation of the assignment;
• A work portfolio and personal CVs of technical personnel proposed for this project;
• A financial proposal indicating consultancy expenses related to the assignment;
