Terms of Reference (ToR) – Expert for development of theLocal Strategy on Countering/Prevention of Violent Extremism.

  1. Introduction

 

CBM is looking to engage an expert to develop a Local Strategy on Countering/Prevention of Violent Extremism for the Municipality of Mitrovica South. The Expert will conduct workshops with working groups that includes various stakeholders from: security area, religious leaders, education (municipality, school administration, youth councils within the schools, etc.).

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica municipality. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

 

  1. Background

 

Through youth development programs targeting the most vulnerable population groups the consortium aims to contribute to a more motivating and engaging environment for youth, through vocational trainings, employability programs, and opportunities for youth to productive engages in their community. The consortium will contribute to increased community engagement by creating a network of relatable role models closest to the population groups, such as parents, teachers, community leaders, religious leaders and peers, who have the opportunity to act as change agents and influence the population groups’ behavior, attitudes, and actions. The program will also work with different stakeholders in Mitrovica region in order to develop, implement and follow implementation of strategy for prevention of violent extremism and to build their capacities.

 

The consortium focuses its outreach in the Municipality of Mitrovica South and Municipality of Mitrovica North to ensure equal opportunity, as well as to mitigate any risks of stigmatization of one community or ethnicity over others. The activities include vulnerable population groups from all ethnic communities in rural and urban areas within these municipalities – this includes Albanian, Serb, Bosniak, Roma, Ashkali, Egyptian, and others.

 

 

  1. Purpose and Coverage

 

Groups engaged during these series of at least 8 workshops are from different fields including stakeholders from following professions: security, religious, and education (municipality, school administration, youth councils within the schools) stakeholders to develop a Local Strategy on Countering/Prevention of Violent Extremism for the Municipality of Mitrovica south.

The main purpose for the engaged person will be to facilitate the Development of the Local Strategy on Countering/Prevention of Violent Extremism.

 

 

 

  1. Methodology and scope of work

 

Under this section, the proposed methods for organizing the workshops with working groups of Mitrovica. Under the supervision and in close co-operation with the CBM the facilitator will implement the following tasks:

  1. Creation of the methodology and workshops schedule, based on the assessment document:
  1. Interactive, engaging teaching matters.
  2. Based on the Program needs, drafting the methodology and workshops schedule and submission to the CBM for approval;
  3. Finalizing the methodology and workshops schedule;

 

  1. Conducting the 8(eight days) workshops:
  1. Selection of the workshops dates in coordination with the CBM;
  2. Based on the adopted methodology and workshops schedule, conducting the workshops;
  3. Conduct the evaluation of the workshops;
  4. Report on the conducted workshops.
  5. Develop the strategy;

 

The facilitator will be engaged 20 days (5 days’ preparation, 8 days for workshops and 7 days for developing of the strategy).The Strategy should be finalized within 2 (two) month period after contract is signed.

 

5. Facilitator deliverables

The following will be the expected deliverables of the consultancy:

  • Work plan for developing the workshops, including strategy and proposed methodologies, as well as quality assurance plan;
  • Evaluation of the facilitator work, based on evaluation forms received from participants;
  • Successful facilitation of the workshops.
  • Technical advice and support to participants during the workshops.
  • Developed strategy for Countering and/or Prevention of Violent Extremism for Municipality of Mitrovica south.
  • Final report on the overall work including workshops and development of the strategy.

 

6. Duration and time frame

 

The workshops for developing Local Strategy on C/PVE shall be expected to be completed within 20 working days (5 days preparation, 8 days for workshops and 7 days for developing of the strategy).

Maximum ten (10) days after signing of the contract the facilitator will have to provide to CBM with plan for implementing workshops that will articulate the overall requirements of the ToR including proposed methodology, work plan with clear timelines, and division of labor.

 

7. Consultancy Competencies, Experience and Skill Requirements:

  • Minimum university degree in Security Studies, Social Science or other relevant fields;
  • Knowledge of the subject of Countering and Prevention of Violent Extremism
  • A minimum of five years of work experience in the area of Countering/Preventing Violent Extremism, and proven experience in drafting policy papers, reports and strategies on countering/prevention of violent extremism;
  • Demonstrated leadership capacity and experience supervising and leading teams of diverse staff
  • Demonstrated experience working on programs on Countering/Preventing violent extremism (PVE), conflict mitigation/management, peacebuilding, and/or youth development programs;
  • Demonstrated high level of professionalism and an ability to work independently and in high pressure situations under tight deadlines;
  • Excellent inter-personal communication skills including experience of facilitation of trainings or workshops, and presentation skills;
  • Excellent communication and written skills in Albanian: English and Serbian would be an asset;

8. Deadline and submission of expression of interest

 

CBM invites interested parties to submit the following documents at procurement@cbmitrovica.org latest by 25/02/2019, 16:00hrs.

 

  • Expression of interest (EoI) outlining how the facilitator meets the selection criteria and their understanding of the ToR.
  • A summarized description of the proposed scope of workshops and the intended methodology to be used as well as a tentative work plan including activities and time frames for finalization of the strategy.
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted.
  • An example of similar pieces of work completed recently.
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • Itemized financial proposal.

     9. Evaluation and Selection Process

 

This application is open to facilitators who are specialized in completing workshops and have proven and demonstrated broad knowledge of and ability to utilize the principles and methods to successfully implement workshops and to develop strategies. In consideration will be taken those that have experience specifically in developing Strategy for Prevention of Violent Extremism or they have broad knowledge on C/PVE. The selected facilitator will be responsible for designing and executing all the activities described in this ToR in collaboration with CBM.

The selection process of the facilitator will be based on the set of criteria developed by CBM Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. Technical proposal will be evaluated on 60%; whereas financial proposals will be evaluated on 40%.As per law on Public Procurement in Kosovo, bids at the lowest price will be taken in consideration. The short listed bidding consultant or firm may be asked for a formal presentation prior to the final selection.

 

  1.   Final report

 

This section outlines expectations in terms of work-plan and final reporting, as well as interim process updates (when/if needed).

 

The deadline for sending the report is max 10 (ten) days after completion of the final product the strategic document. Approval of the final report by the Contracting Authority will be the basis for issuing the final payment as indicated in the Special Conditions.

  1. Conditions

 

Gender Integration: As Consortium will target equal number of young man and women, from the facilitator it is expected to have in consideration the gender perspective.

 

CBM’s Child safeguard policy: As participants in this workshops will be students from 15 – 18 years old it is expected from consultant to follow policy which will become part of contract special conditions.
