Terms of Reference (ToR) for Expert for Development of Security Strategy

  1. Introduction

 

CBM is looking to engage expert to develop Security Strategy for the Consortium of the program “Building Strong and Resilient Communities in Mitrovica”. Objective of the engagement is to develop Security Strategy in cooperation with the Consortium members and it will define and prioritize information assurance and security initiatives that the organization must commence to enhance the protection of information, participants, staff, beneficiaries and others relarted to the project.Developing the security strategy will include risk identification and mitigation strategy for the consortium related to security threats. The consortium is cooperation between Community Building Mitrovica, Mundesia and Open Data Kosovo NGOs’ who are implementing three-year program “Building Strong and Resilient Communities in Mitrovica.

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica municipality. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

 

  1. Background

 

Through youth development programs targeting the most vulnerable population groups the consortium aims to contribute to a more motivating and engaging environment for youth, through vocational trainings, employability programs, and opportunities for youth to productive engages in their community. The consortium contributes to increased community engagement by creating a network of relatable role models closest to the population groups, such as parents, teachers, community leaders, religious leaders and peers, who have the opportunity to act as change agents and influence the population groups’ behavior, attitudes, and actions.

 

The consortium focuses its outreach in the Municipality of Mitrovica South and Municipality of Mitrovica North to ensure equal opportunity, as well as to mitigate any risks of stigmatization of one community or ethnicity over others. The activities include vulnerable population groups from all ethnic communities in rural and urban areas within these municipalities – this includes Albanian, Serb, Bosniak, Roma, Ashkali, Egyptian, and others.

 

  1. Purpose and Coverage

The goal of the engagement is to develop Security Strategy that will help organizations implementthe program,by enhancing protection of information, participants, staff and foresee all the posible risks might bring those mentioned to security threats. Developing the security strategy will include risk identification and mitigation strategy for the consortium related to security threats. The engaged expert under others will have to organize three day workshop with consortium staff in regard of produced Security Strategy in order to provide neccessary information to engaged staff of the project.

 

The participants at the workshop will be project staff and employees from three Consortium organizations: Community Building Mitrovica, Mundesia and Open Data Kosovo.

 

  1. Methodology and scope of the work

 

Under this section, the proposed methods, for developing Security Strategy and to organize the workshop with Consortium members on developing security strategy, will be identified. Under the supervision and in close co-operation with the CBM the expert will implement the following tasks:

  1. Creation of the Security Strategy:
  1. Based on the assessment, drafting the methodology for developing Security Strategy and submission to the CBM for approval;
  2. Finalizing the methodology and conducting needed research in existing Consortium members’ strategies and policies;
  1. Conducting the one three-day workshop:
  1. Selection of the workshop dates in coordination with the CBM;
  2. Based on the adopted methodology and workshop schedule, conducting the workshop;
  3. Conduct the evaluation of the workshop;
  4. Report on the conducted workshop and the conducted work.

 

5. Trainer/facilitator deliverables

The following will be the expected deliverables of the consultancy:

  • Work plan for developing the workshop, including strategy and proposed methodologies, as well as quality assurance plan;
  • Evaluation of the expert work, based on evaluation forms received from participants;
  • Successful facilitation of the workshop;
  • Technical advice and support to participants during the workshop;
  • Final report on the implementation of the tasks after finishing the workshops;
  • Security Strategy document.

 

6. Duration and time frame

 

The expert will be engaged for 15 days (12 days’ preparation, desk research and development of the strategy, 3 days’ workshop).

Three (3) days after signing of the contract the facilitator will have to provide to CBM with inception report that will articulate the overall requirements of the ToR including proposed methodology, work plan with clear timelines, and division of labor.

 

7. Consultancy Competencies, Experience and Skill Requirements:

 

  • Minimum university degree in Security Studies or other relevant field;
  • Extensive experience (at least 5 years) experience in developing security strategies;
  • Extensive knowledge of civil society sector in Kosovo;   
  • Extensive experience in working with NGO’s local and international;
  • Extensive experience on building capacities;
  • Excellent inter-personal communication skills including experience of facilitation of workshops and presentation;
  • Proven and demonstrated broad knowledge of and ability to utilize principles, methods, techniques and systems to develop security strategy;
  • Excellent communication and written skills in English language.

 

8. Deadline and submission of expression of interest

 

CBM invites interested teams to submit the following documents by 29/04/2019, 17:00hrs on procurement@cbmitrovica.org.

  • Expression of interest (EoI) outlining how the trainer/facilitator meets the selection criteria and their understanding of the ToR. 
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames. 
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted. 
  • An example of similar pieces of work completed recently. 
  • Itemized financial proposal.

 

     9. Evaluation and Selection Process

 

This application is open to experts who are specialized in developing Security Strategy and to conduct workshop and have proven and demonstrated broad knowledge of and ability to utilize the principles, methods, and techniques of working with organizations and their capacity development. The selected contractor will be responsible for designing and executing all the activities described in this TOR in collaboration with CBM.

The selection process of the facilitator will be based on the set of criteria developed by CBM Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. Technical proposal will be evaluated on 60%; whereas financial proposals will be evaluated on 40%. The short listed bidding consultant or firm may be asked for a formal presentation prior to the final selection.

 

  1.   Final report

 

This section outlines expectations in terms of inception and final reporting.

The Final report will document the context in which the workshops took place.

The final Security Strategy needs to contain all relevant information and to include relevant annexes and which will become regular part of the organization’s policies.

The deadline for sending the report is 5 days after completion of workshop. Approval of the final report by the Contracting Authority will be the basis for issuing the final payment as indicated in the Special Conditions.

Gender Integration: As Consortium will target equal number of young man and women, from the facilitator it is expected to consider gender integration.
