Terms of Reference (ToR) –Expert/Company for implementing project end of line data collection

  1. Introduction

 

CBM is looking for expert/company that is required to design, plan, carry out and implement project end of line data collection. The end of line data collection will be conducted for the CBM’s Prevention of Violent Extremism (PVE) programme “Building Strong and Resilient Communities in Mitrovica” implemented in consortium with Open Data Kosovo and Mundesia.

The purpose of this contract is to engage an expert/company to implement project end of line data collection for measuring results and impact of the program. The expert/company will conduct an overall independent assessment about the past performance of the project, paying particularly attention to the impact of the project actions against its objectives and to Identify key lessons and to measure impact and results of the implemented activities.

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica region. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

 

  1. Background

 

Through youth development programs targeting the most vulnerable population groups ages from 15-25 the consortium aims to contribute to a more motivating and engaging environment for youth, through vocational trainings, employability programs, and opportunities for youth to productive engages in their community. The consortium contributes to increased community engagement by creating a network of relatable role models closest to the population groups, such as parents, teachers, community leaders, religious leaders and peers, who have the opportunity to act as change agents and influence the population groups’ behavior, attitudes, and actions.

 

The consortium focuses its outreach in the Municipality of Mitrovica South and Municipality of Mitrovica North to ensure equal opportunity, as well as to mitigate any risks of stigmatization of one community or ethnicity over others. The activities include vulnerable population groups from all ethnic communities in rural and urban areas within these municipalities – this includes Albanian, Serb, Bosniak, Roma, Ashkali, Egyptian, and others.

  1. Purpose and Coverage

3.1 Objective

End-line data collection is required to support CBM to reliably track the performance program and PVE interventions and guide in the future revision and adjustment, where necessary, of activities, indicators, or targets. The findings of the end line data collection can also be used to validate the relevance of the intervention and clarify the expected outcomes. The end-line data collection will cover Mitrovica North & Mitrovica South Municipalities and the specific objectives are as follows:

  • To measure the achievement of the programme on awareness, knowledge, attitude and behavior according to the outcome indicators specified in the project result framework
  • To compare end-line findings with baseline/mid-line, and other relevant secondary data, analyze the degree of changes against desirable outcome, reflect the contributing factors on the change (negative or positive) and any unintended consequences.
  • To identify lessons learned and challenges (with possible solutions) and formulate actionable recommendations
  • To measure significant changes over the project cycle in the life of target community towards resilience building, gather information on personal and professional growth of youth in Population 1 & 2, answering the following guiding questions:
    • What changes can be seen? How did the activities change their perception, attitude or behavior in seeking for education, trainings, entrepreneurship etc.?
    • What is being done differently that is significant? Is there any evidence?

 

 

3.2 Methodology

 

 

The research consultant will be required to prepare a detailed research methodology. a mixed methods approach should be used, integrating quantitative and qualitative methods to ensure that data collected is triangulated and can be communicated, explained and contextualized. It is expected that the research will combine a minimum of a surveys / questionnaires with structured interviews and focus group discussions. Research teams are encouraged to use innovative methods to collect and analyze data. Document and desk review should complement the collection of data and primary information sources.

 

  • Document Review will be carried out to review the literature, and relevant secondary data will be included in the end-line report. The desk review is important in order to clearly understand the dynamics and changes over time on the issue of VE in the selected areas.
  • Focus groups Discussions will be conducted with beneficiaries in a targeted location, to understand their understanding and perception of community resilience, VE and capture any significant changes.
  • Structured surveys will be conduced in intervention areas, to collect quantitative data on youth’s employment status and professional skills, youth’s attitude towards members of different ethnic and religious groups, and community members’ knowledge of extremism issues. The sample size will be proportionately distributed across geographic clusters and gender, religious, and ethnic categories during the survey to ensure the representativeness of the sample data.
  • Data analysis and interpretation- Collected data will be processed using statistical data analysis software and other quantitative software programs. Draft findings will be presented and consulted with project team and key partners to validate the findings.

4. Consultancy deliverables

The following will be the expected deliverables of the consultancy:

  • Inception report prior to initiating the data collection study, to be submitted electronically in English. The report is to be discussed with CBM and partners, adjusted as needed and to be approved by CBM. The inception report should outline the overall requirements of the TOR including proposed data collection methods and methodology, sampling framework, data collection tools and criteria, work plan with clear timelines and milestone deadlines, and division of labor.
  • Final report on the implementation of the tasks;
  • End of line data collection report;

 

5. Duration and time frame

 

The end of line data collection shall be expected to be completed within 45 days beginning as soon as possible.

Three (3) days after signing of the contract the expert will have to provide to CBM with inception report that will articulate the overall requirements of the ToR including proposed methodology, work plan with clear timelines, and division of labor.

The consultant is responsible for data quality assurance during the data collection process, and deliver the primary data analysis to the project staff. A joint analysis and interpretation of the findings should be carried out by both the research consultant and project staff.

First Draft of baseline report submitted to the project team, donor for comments and suggestions.

7. Consultancy Competencies, Experience and Skill Requirements:

 

  • Experience in project monitoring and evaluation of programs
  • Extensive knowledge of quantitative and qualitative research methods and techniques
  • Ability to use participatory approaches for evaluation
  • Experience in operational management
  • Good knowledge of the local context, local communities, and dynamics of the Consortium work
  • Good probing and analytical skills
  • Excellent communication and written skills in English knowledge of Albanian and/or Serbian language is an asset.

 

8. Deadline and submission of expression of interest

CBM invites interested experts to submit the following documents by 31/12/2021, 17:00hrs on procurement@cbmitrovica.org.

 

  • Expression of interest (EoI) outlining how the expert meets the selection criteria and their understanding of the ToR. 
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames. 
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted. 
  • An example of similar pieces of work completed recently. 
  • Itemized financial proposal.

 

     9. Evaluation and Selection Process

This application is open to experts who are specialized in implementing project evaluations. The selected expert will be responsible for designing and executing all the activities described in this ToR in collaboration with CBM.

The selection process of the expert will be based on the set of criteria developed by CBM Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. Technical proposal will be evaluated on 60%; whereas financial proposals will be evaluated on 40%. The short listed bidding consultant or firm may be asked for a formal presentation prior to the final selection.
