Terms of Reference (ToR) – Trainer on Human Rights

Introduction

 

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica municipality. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

Community Building Mitrovica is looking for a trainer to engage to train 20 youth of K-Roma, K-Ashkali, K-Egyptians about the basic human rights, minorities, basic knowledge of Kosovo law on human rights, advocacy, etc., as part of the project “Leaving No One Behind: Advancing the Rights of K-Roma, K-Ashkali and K-Egyptian Communities in the Mitrovica Region”. The project is supported by United Nations Interim Administration Mission in Kosovo- UNMIK.


For this purpose, a call for trainer is conducted: 

 Trainer for four (4) joint human rights trainings- delivering educational expertise and engaging as a trainer in preparing, facilitating, implementing, and evaluating the activities carried out during the training  

This document constitutes the specifications of the work, the purpose, standard criteria to carry out the services required and instructions of submitting the application

Purpose and Coverage

 

Trainings will be organized with the purpose of advancing the rights of members K-Roma, K-Ashkali and K-Egyptians communities, progress with regards of rule of law, security, and human rights.

During the training the participants will gain knowledge on rule of law, human rights, human rights institutions.  After each training participants  will the have chance to visit 3 institutions holding rights or human rights-related portfolios,

Methodology and scope of work

 

Under the supervision and in close cooperation with the CBM, the trainer will implement the following tasks:

Creation of the methodology and training, based on the assessment document:

  1. Interactive, engaging teaching methodology, ex: Discussions, case study, energizers.
  2. Based on the assessment, drafting the methodology and activity outlines and submission to the CBM for approval.
  3. Finalizing the methodology and activity schedule.

Conducting the training:

 

  1. Selection of the training dates in coordination with CBM;
  2. Based on the adopted methodology and activity schedule, facilitate the discussions and presentations.

Trainer deliverables 

 

The trainer is expected to deliver educational expertise and engage as facilitator in preparing, facilitating, implementing, and evaluating the activities carried out during the training. In the course of the training period the facilitator will prepare and implement the program of the activity and outlines of working sessions in cooperation with CBM.

The following deliverables are expected:

  • Facilitating the sessions during the training.
  • Deliver total of four two-day training.
  • Technical advice and support to participants during the training.
  • Evaluation and reporting on implemented activities (to CBM)

Duration and time frame

 

The trainer is expected to be engaged in four (4) “Human rights” trainings for a total of eight (8) days. The trainer is expected to be engaged in a total eight (8) days for four trainings that will take place at CBM premises

The trainings will be organized on a time frame between February and May 2022, with one training for each month, totaling 4 trainings.
 

Consultancy Competencies, Experience and Skill Requirements:

 

  • BA in Law, Social Science, or another relevant field. 
  • Previous experience in facilitating trainings, workshops, and similar activities with young people
  • Extensive knowledge on Human Rights.      
  • Excellent interpersonal communication skills.
  • Excellent communication and written skills in Albanian language, knowledge of English language will be considered as as asset.

Deadline and submission of expression of interest:

 

All interested individuals ought to submit the following documents by 24/02/2022 at the following email address: procurement@cbmitrovica.org:

 

  • Expression of interest (EoI) outlining how the trainer/facilitator meets the selection criteria and their understanding of the ToR.  
  • A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames.  
  • Names and contacts of three recent professional references (previous engagements) for whom similar work has been conducted.  
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • Itemized financial proposal.

Evaluation and Selection Process 

 

The selection process of the trainer will be based on the set of criteria developed by CBM Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. Only individuals with complete submitted applications will be considered. The short-listed trainers or a company may be asked for a formal presentation prior to the final selection.
