Terms of Reference (ToR) -Expert for developing a fundraising strategy

 

About CBM

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica municipality. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

By implementing many concrete projects that address the direct needs of the local communities, CBM contributes in a modest way to this aim. The work of the past years has gained the organization a strong reputation on both sides of the Ibar. Fields in which CBM works are: media, culture, youth, women, minorities, dialogue, and return of refugees and IDPs (Internally Displaced Persons). CBMs projects are open to members of all communities living in Mitrovica and wider. CBM often cooperates with other NGOs, helps out with local initiatives, and works with local governmental institutions and international organizations in order to initiate, develop, and implement activities, for the benefit of the communities, in Mitrovica and wider.

 

  1. Background and purpose of the consultancy

Community Building Mitrovica is currently undergoing an organizational development process to address its internal challenges. In the past year,  CBM has been fully engaged in two processes: a) drafting of a strategy document reflecting CBM’s impact ambition and its strategic direction and b) revisiting the internal structure and creating a new organigramme. Both processes were participatory as the staff was actively engaged in several workshops for in-depth discussions around strategic objectives that CBM should pursue. The work on structure included conversations with the leadership and individual conversations with all the staff. This work resulted in a new organigramme. In addition, to be able to successfully implement and put into practice the new organigramme, CBM leadership has recently developed a salary scale to help the organization in further organizing its HR policies and is now looking to hire a consultant to accompany in the process of drafting a comprehensive fundraising strategy, in alignment with the strategic ambition. Most importantly the fundraising strategy aims to enable CBM to fully implement its strategy (finding multi-year funding for all objectives) and fund its anticipated revised structure. This means that the fundraising strategy should also help CBM approach and obtain support from core funders.

 

 

  1. The fundraising strategy should
  • Review CBM’s current fundraising approach and practices (successful and unsuccessful ones)
  • Identify and analyze current and past donors and partnership/funding agreements or practices
  • Define CBM’s needs, fundraising priorities, and goals, in view of the current situation and CBM’s organizational strategy
  • Align CBM’s fundraising goals to the capacities of the organization
  • Provide clarity over fundraising priorities
  • Ensure full operational focus and alignment with the strategic objectives
  • Help to develop of programmatic/project ideas in strategic areas that are newer
  • Desk research and interviews to receive more insight into fundraising from other CSOs and donors working in the same field
  • Identify new donors as well as expanding the existing list of prospects, and more specifically Identify potential donors who support programs that are in line with CBMs goals
  • Anticipating fundraising trends and adaptation measures
  • Be associated with a concrete fundraising plan
  • Identifying and assigning fundraising duties to CBM staff
  • Provide guidance on how to follow the fundraising plans
  • Provide recommendations if needed for current strategic documents that CBM has in place

Include a results framework based on CBM’s strategy which outlines more precisely CBM’s desired impact and serves as a basis for program and proposal development

 

  1. Role and deliverables of the consultant

To meet the above-mentioned objectives, CBM will expect the selected consultant(s) to:

  • Desk research and consultation with CBM
  • Review past practices of CBM, and objectives linked to fundraising (provide feedback)
  • Guide CBM in the process of developing the fundraising strategy
  • Hands-on mentoring role to provide CBM with feedback on upcoming proposals
  • Help and assist in preparing specific pitches and provide guidance and advice when applying for new project proposal calls 
  • Meeting the timeframe and deadlines agreed upon with CBM

 

 

Deliverables:

  • Inception report outlining a) outline CBM’s strengths and weaknesses in terms of its fundraising practice and track record and confirming the overview of funding ‘gaps’; b) confirming the next steps of the assignment (work plan and deliverables) c) table of content for the envisaged fundraising strategy  
  • Draft fundraising strategy and plan in line with an agreed table of content and inclusive of updated mapping of potential donors and results framework
  • Final fundraising strategy based on the feedback from CBM, inclusive of any associated fundraising tools (e.g. specific pitches element or case for support).
  • Actionable feedback on upcoming proposals developed by CBM

 

 

  1. Timeframe & coordination:

This assignment is expected to require approximately 15-20 consultancy days, but CBM is open to hearing other time estimates from applicants. The assignment should start as soon as possible and be completed within a 3-month period of time.

The consultant(s) will work closely with the CBM staff, which will supervise the consultant’s work, progress, and deliverables. The progress will be assessed on a regular basis so that any required adaptation can be agreed in a timely manner. Ideally, this assignment would require face-to-face workshops with CBMs’ team in Mitrovica. However, this will need to be confirmed in line with any pandemic-related restrictions.

  1. Consultancy Competencies, Experience, and Skill Requirements:

Individual consultants and teams of consultants possessing the qualifications outlined below are invited to apply.

  • Demonstrated track record of successfully advising CSOs in the development of effective fundraising strategies
  • Demonstrated experience in facilitating organizational development of non-profit organizations, including in relation to the development of fundraising strategies
  • To have knowledge of local and regional socio-political context
  • Familiarity with CBM’s mission, vision, and themes (Peace, reconciliation, conflict transformation, human rights advocacy, youth activism, social entrepreneurship, CSO development, and work with institutions)
  • To have experience in accompanying organizations with similar scope of work like CBM

 

  • Experience with the development of Monitoring and Evaluation framework (especially regarding the development of results framework and associated indicators)
  • Program design & methodological experience in relation to CBM’s fields of work will be considered an asset
  • Demonstrated track record in securing programmatic and core funding and demonstrated know-how in donor relations (including private donors
  • Demonstrated knowledge of the funding landscape in Kosovo will be an asset
  • To have excellent facilitation and writing skills

 

  1. Deadline and submission of expression of interest

  • Expression of interest indicating your understanding of the assignment and relevant skills and experiences with the fundraising strategy development, including the CVs of all engaged.
  • Proposed methodology and related timeframe. In case you are applying as a team of consultants your methodological offer should also clarify how you will divide the work.
  • Financial proposal comprising detailed quotation for the assignment, showing working days and expected fee, availability as well as travel costs from place of residence to Mitrovica and back.
  • Contact details of two references/previous clients that can comment on your ability to accompany strategy development

Shortlisted candidates will be interviewed in the week of the end of November.

Incomplete proposals shall not be considered for further process. Proposals received after the exact time specified for receipts of the offer shall be considered late and shall not be evaluated.
