Background:

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica municipality. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed. 

By supporting many concrete projects which address the direct needs of the local communities, CBM contributes in a modest way to this aim. The work of the past years has gained the organization a strong reputation on both sides of the Ibar. Fields in which CBM works are: media, culture, youth, women, minorities, dialogue, and return of refugees and IDPs (Internally Displaced Persons). 

CBMs projects are open to members of all communities living in Mitrovica, and wider. CBM often cooperates with other NGOs, helps out with local initiatives and works with local governmental institutions and international organizations in order to initiate, to develop and to implement activities, for the benefit of the communities, in Mitrovica, and wider. 

CBM is seeking qualified individual to fill the position of Program and Outreach Officer (POO) for the project “Reconciliation and Conflict Transformation” (RCT).  

The overall objective of the project “Reconciliation and Conflict Transformation” (RCT) is to help in the aims to transform existing conflicts and build peace, predominantly among majority ethnic Albanians and minority ethnic Serbs in the Kosovo. The project will help communities on the individual level as it will assist in better mutual understanding in the differences and emphasize joint strengths, as well as on the policy level, where the impact of the project will influence amending policies that will address reconciliation process among divided communities.  

The project contributes to increased community engagement by creating a network of relatable role models closest to the population groups, such as influence people, community leaders, and others that they share the same value. Project activities will cover Mitrovica North & Mitrovica South Municipalities and after that it will expand in whole Kosovo. The project implementing partners are New Social Initiative and Youth Initiative for Human Rights Kosovo and is funded by US AID in Kosovo.   

 

Program and Outreach Officer (POO) 

With 100% of the time and effort dedicated to the RCT Activity, Program and Outreach Office (POO) will direct its efforts in successful implantation of the Activity, as per adopted activity plans.  Apart from the incumbent’s proactive involvement in the execution of the tasks, he/she will regularly communicate with Chief of Party, Deputy Chief of Party, the project team and the Management of the implementing organization, administrative, activities and financial duties. Program and Outreach Officer (POO) will abide by the principles and procedures for implementation of program activities defined by the Chief of Party. The Program and Outreach Officer will engage and monitor in proper implementation of the planned activities, including but not limited to preparation of the necessary documents, plans, and reports. Because of the proactive approach envisaged toward the target population during the program implementation, the Program and Outreach Officer will be expected to establish and maintain intensive and productive relationships with all counterparts. The Program and Outreach officer will be responsible for effective coordination with the sub-recipients, beneficiates of the activity, stakeholders and various officials on local and central level.  

Scope of work:  

  • Demonstrate a proactive approach in executing assigned tasks and responsibilities. 

  • Report to the Chief of Party/Deputy Chief of Party through both formal and informal debriefings, reports, engagement in drafting annual and semi-annual reports. 

  • Engage in technical and operational functions for achieving the goals of the project. 

  • Regularly communicate with the Chief of Part (CoP) and Deputy Chief of Party (D/CoP) on administrative and financial matters related to project activities. 

  • Employ a proactive approach in establishing and maintaining intensive and productive relationships with all counterparts, including community leaders, partners, stakeholders, and beneficiaries. 

  • Establish and foster positive relationships with key stakeholders, community leaders within   Albanian (and other) speaking areas communities, with a focus of Mitrovica region and the rest of Kosovo, at the same time building trust and collaboration to enhance community engagement. 

  • Organize outreach meetings, gatherings, and awareness campaigns to promote the project's goals and objectives. 

  • Collect and analyze data on the impact of the project, providing regular guidance and engagement with project partners and donors. 

  • Actively engage in advocacy efforts to influence policy changes that support reconciliation and peacebuilding. 

  • Contribute to the development and execution of a strategy for expanding project activities beyond the initial focus areas to cover the entire Kosovo region. 

  • Explore and establish partnerships with additional organizations to broaden the impact of the RCT project. 

  • Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility. 

 

Key qualifications: 

  • Master’s degree or its equivalent in public administration, business administration, international relations or a related field.  Additional qualifications or certifications in project management or peacebuilding would be advantageous. 

  • At least 3 years of experience managing donor-funded and/or other development programs related to civil society, with demonstrated experience working in diverse teams to achieve development results. 

  • Experience in successfully implementing projects and activities in multicultural or divided communities. 

  • Previous involvement in similar roles with a focus on community engagement, program development, and outreach. 

  • Strong project management skills with a track record of successfully coordinating and implementing activities according to adopted plans. 

  • Experience in monitoring and evaluating program activities, ensuring adherence to timelines and objectives. 

  • Demonstrated proactive approach in task execution and engagement with the target population, showcasing initiative and creativity in problem-solving. 

  • Cultural awareness and sensitivity, especially in dealing with the nuances of the diverse-speaking areas, to facilitate effective communication and relationship-building. 

  • Ability to adapt to changing circumstances, unexpected challenges, and evolving project dynamics, ensuring the continued success of the reconciliation and conflict transformation activities. 

  • Demonstrated effectiveness in developing and maintaining unbiased and professional working relationships with government officials, civil society partners, and other counterparts and beneficiaries. 

  • Experience with grants programs is preferred. 

  • Strong oral and written communication and interpersonal skills in English.  

  • High integrity, strong result orientation, good communication skills.   

  • Work experience with MS Office applications is a must.  

  • Ability and willingness to work in an inter-ethnic environment.
