Invitation to Tender: Baseline Assessment

CBM is looking for consultant that is required to design, plan, carry out and present the project’s baseline study for results at all levels, project effectiveness and sustainability. The study is to be conducted in the focus areas of Mitrovica North and Mitrovica South in regard of CBM’s Prevention of Violent Extremism (PVE) programme “Building Strong and Resilient Communities in Mitrovica” implemented in partnership with Open Data Kosovo and Mundesia.

The objective of the baseline is to gather relevant baseline data for key project indicators to enable the analysis of the communities’ knowledge, attitudes and practices related to Violent Extremism (VE) and to measure the results and impact throughout and at the end of the project.

Baseline will cover Mitrovica North & Mitrovica South Municipalities and the scope of the baseline is to collect perceptions on how marginalized youth feel and their attitude toward Violent Extremism before program start and same at the end of the program, measure personal growth of marginalized youth and will seek to empower them to fulfil their full potential by seeking employment, continuing their studies and participating actively as productive members of their communities.

Duration and time frame

 The baseline study shall be expected to complete within 2 months beginning as soon as possible.

Consultancy Competencies, Experience and Skill Requirements:

  • Relevant degree(s) in social sciences or development studies. 
  • Strong experience with and knowledge of participatory qualitative and quantitative research methods and sampling strategies.
  • Statistical analysis skills and strong proficiency with data analysis packages.
  • Proven experience in conducting baseline study surveys and evaluations, with research experience in the areas of Violent Extremism
  • Excellent communication and written skills in English
  • Ability to present data concisely and clearly.

The contract should be signed latest by October 22, 2018 and the work should start immediately thereafter. The consultancy should be finalized by November 30th, 2018.
