Terms of Reference - Expert to conduct reserch on civil society catalytic fund (Phase 1)

This call for expression of interest is published as part of the Inclusive Development Programme: a 3-year Programme implemented by UN-Habitat, Community Building Mitrovica (CBM) and PAX in the Mitrovica region in northern Kosovo. Its overall goal is to ‘foster inclusive development and good governance in northern Kosovo through support to integration in Kosovo’s planning framework, with strong democratic oversight, local-central dialogue, and inter-municipal cooperation.
The specific program component goal for CBM is to ‘Increase local government transparency, responsiveness, and accountability through civil society mobilization and public dialogue.
As part of civil society exchange and cooperation component, the Civil Society Catalytic Fund (CSCF) was developed to stimulate effective and innovative civil society action in northern Kosovo, with a strong focus on collaboration between organizations representing diverse communities. Throughout the duration of the Programme, the partners have launched the first call for proposals within CSCF in January 2018, ultimately selecting three (3) winning project proposals.
The overall aim of this call is to measure the impact and assess the deliverables of the funded projects, as well as their long-term sustainability and catalytic effect.
