Terms of Reference for Needs Assessment

CBM is looking for consultants that are required to design, plan, carry out and present the needs assessment for developing and implementing a study program in the field of human rights, transitional justice and peace building. The needs assessment is being carried out within the framework of the project “Support to Transitional Justice” supported by Royal Norwegian Embassy to the Transitional Justice Resource Centre, of the University of Prishtina.  The Project is implemented by Community Building Mitrovica and Transitional Justice Resource Center of the University of Prishtina.

The experts will conduct the needs assessment trough analyzing study programs at different faculties within the University of Prishtina, to assess the existing lectures offered to students in areas that are related to conflict and transitional justice, and also the need for establishment of a new study program on human rights, so as the human capacities to offer the new study program.

As such the assessment will offer recommendations to the University of Prishtina through its Transitional Justice Resource Center on establishing and implementing the new multidisciplinary study on Human rights, Transitional Justice and Peace building.

Transitional Justice Resource Center (TJRC) of the University of Prishtina has been established in May 2018 and aims to increase the role of education in transitional justice processes by drafting educational programmes and doing scientific research on issues related to the Kosovo conflict and the wider dissolution of Yugoslavia.

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens, youth and wider multiethnic community. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

Background

Kosovo society has experienced conflict and it is going through the state building processes aiming to become a respected member of the European and international family, however still is facing difficulty in moving from "negative" to "positive" peace. Undertaking a comprehensive and all-inclusive transitional justice processes, remembering and commemorating the difficult past presents particular challenge in the reconciliation process for government, civil society and educators. As such with the creation of the TJRC at the University of Prshtina we aim to enhance the role of University education in the TJ processes through education programs, scientific research and promotion activities.

The project: “Support to Transitional Justice” (the third cycle) is a university program supported by the Royal Norwegian Embassy in Prishtina and implemented jointly by TJRC and CBM with a goal of strengthening the role of University of Prishtina(UP) in peace-building and reconciliation through education.  Also through the project we aim to enhance the cooperation between University of Prishtina and civil society in Kosovo in the fields of transitional justice, human rights and peace- building. The success of the two cycles of the program and the high interest from the students and policy makers to attend the previous cycles of the program has increased the value and the need for this project. Above all the successful implementation of the two cycles of the project showed the need for having a sustainable institutional MA program (degree program) with the main specialization on Human Rights, Transitional Justice and Peace building. 

Methodology and Scope of Work

  • Select the faculties which will be the subject of the assessment, based on relevance;
  • Gather the data from the respective institutions, namely the curriculums and other relevant files;
  • Conduct research and assessment of the curricula with the purpose of identifying the (non)existence of any classes or lectures related to conflict and post-conflict mechanisms;
  • Interview the students, academic and managerial staff of the University of Prishtina
  • Draft the assessment report based on the research
  • Present the findings of the assessment in a roundtable

The following will be the expected deliverables of the consultancy: 

  • Inception report prior to initiating the study, to be submitted electronically in English. The report is to be discussed with TJRC staff, and CBM, adjusted as needed and to be approved by TJRC and CBM:
  • Needs assessment study approach (analytical framework, data collection strategy and methodologies, tools, criteria etc.).
  • Work plan for the needs assessment study including data collection processes as well as a quality assurance plan setting out the systems and processes for assuring the quality of the assessment process and deliverable
  • Draft needs assessment report after data collection, summarizing the methodology of the study and specifying any limitations / complications and changes to the initial design.
  • Conclusions and recommendations to enhance the education on Peace Building, Human Rights and Transitional Justice

Final Deliverables:

  • Produce the assessment report
  • Provide concrete recommendations to the university and the respective faculties
  • Present the findings of the assessment at the Conference in October.

Requirements qualifications

  • Education: PhD degree in law, (PhD candidates are also encouraged to apply) political science, international studies, transitional justice, development studies, or equivalent;
  • Experience: Up to 5 years of professional experience in a relevant field: TJ, DwP, conflict transformation, rule of law or human rights, preferably in a post-conflict situation; Proven experience at senior level of specialist expertise in TJ and rule of law;
  • 5 years of experience working with the University;
  • Language Requirements: English and Albanian as a working language. Serbian is an asset.

Level of Work

The conducting of the assessment will require 50 working ways, and will require the engagement of minimum two experts.

Deadline and submission of expression of interest

CBM invites interested to submit the following documents by 12/06/2019, 24:00hrs on procurement@cbmitrovica.org.

  • Expression of interest (EoI) outlining how the trainer/facilitator meets the selection criteria and their understanding of the ToR.
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames.
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted.
  • An example of similar pieces of work completed recently.
  • Itemized financial proposal.

Evaluation and Selection Process

This application is open to experts who are specialized in developing Security Strategy and to conduct workshop and have proven and demonstrated broad knowledge of and ability to utilize the principles, methods, and techniques of working with organizations and their capacity development. The selected contractor will be responsible for designing and executing all the activities described in this TOR in collaboration with CBM.

The selection process of the facilitator will be based on the set of criteria developed by CBM Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. Technical proposal will be evaluated on 60%; whereas financial proposals will be evaluated on 40%. The short listed bidding consultant or firm may be asked for a formal presentation prior to the final selection.

Final report

This section outlines expectations in terms of inception and final reporting.

The Final report will document the context in which the work took place.

The final Needs Assessment document needs to contain all relevant information and to include relevant annexes.

The deadline for sending the report is 15 days after completion of the needs assessment document. Approval of the final report by the Contracting Authority will be the basis for issuing the final payment as indicated in the Special Conditions.

Conditions

Gender Integration: From the facilitator it is expected to consider gender integration in the entire process of development of the documents produced.
