Terms of Reference (ToR) -Expert for implementing project mid-term evaluation

 

  1. Introduction

 

CBM is looking for an expert that is required to design, plan, carry out and implement project mid-term evaluation. The mid-term evaluation will be conducted for the CBM’s Prevention of Violent Extremism (PVE) program “Building Strong and Resilient Communities in Mitrovica” implemented in consortium with Open Data Kosovo and Mundesia.

The purpose of this contract is to engage an expert to implement project mid-term evaluation. The expert will conduct an overall independent assessment about the past performance of the project, paying particular attention to the impact of the project actions against its objectives and to identify key lessons and to propose practical recommendations for follow-up actions.

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica region. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

 

  1. Background

 

Through youth development programs targeting the most vulnerable population groups ages from 15-25 the consortium aims to contribute to a more motivating and engaging environment for youth, through vocational training, employability programs, and opportunities for youth to productive engage in their community. The consortium contributes to increased community engagement by creating a network of relatable role models closest to the population groups, such as parents, teachers, community leaders, religious leaders and peers, who have the opportunity to act as change agents and influence the population groups’ behavior, attitudes, and actions.

 

The consortium focuses its outreach in the Municipality of Mitrovica South and Municipality of Mitrovica North to ensure equal opportunity, as well as to mitigate any risks of stigmatization of one community or ethnicity over others. The activities include vulnerable population groups from all ethnic communities in rural and urban areas within these municipalities – this includes Albanian, Serb, Bosniak, Roma, Ashkali, Egyptian, and others.

  1. Purpose and Coverage

 

The goal of the engagement is to implement project mid-term evaluation. An engaged expert is requested to perform a mid-term evaluation of the project and to prepare a mid-term evaluation report.

 

4. Consultancy deliverables

The following will be the expected deliverables of the consultancy:

  • Work plan for implementing mid-term evaluation;
  • Final report on the implementation of the tasks including recommendations;
  • Mid-term evaluation report

 

5. Duration and time frame

 

The mid-term evaluation shall be expected to be completed within 30 days beginning as soon as possible.

Three (3) days after signing of the contract the expert will have to provide to CBM with an inception report that will articulate the overall requirements of the ToR including proposed methodology, work plan with clear timelines, and division of labor.

 

6. Consultancy Competencies, Experience and Skill Requirements:

 

  • Experience in project monitoring and evaluation of programs
  • Extensive knowledge of quantitative and qualitative research methods and techniques
  • Ability to use participatory approaches for evaluation
  • Experience in operational management
  • Good knowledge of the local context, local communities, and dynamics of the Consortium work
  • Good probing and analytical skills
  • Excellent communication and written skills in English knowledge of Albanian and/or Serbian language is an asset.

 

7. Deadline and submission of expression of interest

CBM invites interested experts to submit the following documents by 15/10/2019, 17:00hrs on procurement@cbmitrovica.org.

 

  • Expression of interest (EoI) outlining how the expert meets the selection criteria and their understanding of the ToR. 
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames. 
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted. 
  • An example of similar pieces of work completed recently. 
  • Itemized financial proposal.

 

8. Evaluation and Selection Process

This application is open to experts who are specialized in implementing project evaluations. The selected expert will be responsible for designing and executing all the activities described in this ToR in collaboration with CBM.

The selection process of the expert will be based on the set of criteria developed by CBM Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. The technical proposal will be evaluated on 60%; whereas financial proposals will be evaluated on 40%. The shortlisted bidding consultant or firm may be asked for a formal presentation prior to the final selection.
