Terms of Reference (ToR) - Expert for implementing PVE training

  1. Introduction

 

CBM is looking for expert that is required to design, plan, carry out and implement training on Prevention of Violent Extremism for consortium members. The PVE training will be conducted for core staff of CBM’s PVE programme “Building Strong and Resilient Communities in Mitrovica” implemented in partnership with Open Data Kosovo and Mundesia.

The purpose of this contract is to engage an expert to implement PVE training for the consortium members in order to better understand subject of PVE. It is an approach firmly based on the empowerment of youth groups (Population group I 15 – 18 years old and Population group II 19 -25 years old) to build resilient, cohesive and peaceful communities, with a focus on those that are most marginalized and in particularly vulnerable situations.

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica region. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

 

  1. Background

 

Through youth development programs targeting the most vulnerable population groups the consortium aims to contribute to a more motivating and engaging environment for youth, through vocational trainings, employability programs, and opportunities for youth to productive engages in their community. The consortium contributes to increased community engagement by creating a network of relatable role models closest to the

 

population groups, such as parents, teachers, community leaders, religious leaders and peers, who have the opportunity to act as change agents and influence the population groups’ behavior, attitudes, and actions.

 

The consortium focuses its outreach in the Municipality of Mitrovica South and Municipality of Mitrovica North to ensure equal opportunity, as well as to mitigate any risks of stigmatization of one community or ethnicity over others. The activities include vulnerable population groups from all ethnic communities in rural and urban areas within these municipalities – this includes Albanian, Serb, Bosniak, Roma, Ashkali, Egyptian, and others.

  1. Purpose and Coverage

 

The goal of the engagement is to develop and implement training in the field of Prevention of Violent Extremism that will help organizations in implementing program and to increase capacities of involved staff. Engaged expert will need to asses knowledge of staff engaged in the project in the field of Prevention Violent Extremism and based on that design and implement training.

The participants at the training will be implementing staff of the project “Building Strong and Resilient Communities in Mitrovica”, from three Consortium organizations: Community Building Mitrovica, Mundesia and Open Data Kosovo.

 

  1. Methodology and scope of work

 

Under this section, will be identified the proposed methods for developing training curricula and to implement training with Consortium members on Prevention of Violent Extremism:

 

  1. Creation of the training curricula:
  1. Based on the assessment, drafting the methodology and curricula for training on Prevention of Violent Extremism and submission to the CBM for approval;
  2. Finalizing the methodology and conducting needed research in existing level of knowledge on Prevention of Violent Extremism of Consortium members engaged in the Program;
  1. Conducting the one two-day training:
  1. Selection of the training dates in coordination with the CBM;
  2. Based on the adopted methodology and training schedule, conduct the training;
  3. Conduct the evaluation of the training;
  4. Report on the conducted training

 

5. Consultancy deliverables

The following will be the expected deliverables of the consultancy:

  • Work plan for developing the curricula and implementation of the Prevention of Violent Extremism training, as well as  quality assurance plan;
  • Recommendations and conclusions for further capacity development of the consortium staff;
  • Final report on the implementation of the tasks after finishing the implementation of Prevention of Violent Extremism training.

 

6. Duration and time frame

 

The communication strategy [AS1] shall be expected to be completed within 6 days beginning as soon as possible.

Three (3) days after signing of the contract the expert will have to provide to CBM with inception report that will articulate the overall requirements of the ToR including proposed methodology, work plan with clear timelines, and division of labor.

 

 

 

 

7. Consultancy Competencies, Experience and Skill Requirements:

 

  • Minimum university degree in Security Studies or other relevant field;
  • Extensive experience (at least 5 years) experience in completing trainings/workshops for organizations;
  • Experience and knowledge on the field of PVE/CVE;
  • Extensive knowledge of civil society sector in Kosovo;   
  • Extensive experience on building capacities;
  • Excellent inter-personal communication skills including experience of facilitation of training and presentation;
  • Excellent communication and written skills in English knowledge of Albanian and/or Serbian language is an asset.

 

8. Deadline and submission of expression of interest

CBM invites interested teams to submit the following documents by 27/09/2019, 16:00hrs on procurement@cbmitrovica.org.

 

  • Expression of interest (EoI) outlining how the trainer/facilitator meets the selection criteria and their understanding of the ToR. 
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames. 
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted. 
  • An example of similar pieces of work completed recently. 
  • Itemized financial proposal.

 

     9. Evaluation and Selection Process

This application is open to experts who are specialized in developing and implementing training in the area of Prevention of Violent Extremism and demonstrated broad knowledge of and ability to utilize the principles, methods, and techniques of working

 

with organizations and their capacity development. The selected contractor will be responsible for designing and executing all the activities described in this ToR in collaboration with CBM.

The selection process of the expert will be based on the set of criteria developed by CBM Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. Technical proposal will be evaluated on 60%; whereas financial proposals will be evaluated on 40%. The short listed bidding consultant or firm may be asked for a formal presentation prior to the final selection.

 

  1.   Final report

 

  • This section outlines expectations in terms of inception and final reporting.
  • The Final report will document the context in which the training took place and the
  • details of the implemented training and recommendations for further developments from
  • the organizations/consortium members and for the technical preparations.
  •  
  • The deadline for sending the report is 5 days after completion of workshop[AS2] . Approval of the final report by the Contracting Authority will be the basis for issuing the final payment as indicated in the Special Conditions.

 

  1. Conditions

 

Gender Integration: As Consortium will target equal number of young man and women, it is expected from expert to consider gender intergation.
