Terms of Reference (ToR) - Facilitator to organize Workshop for CSOs on PVE methodologies

  1. Introduction

 

CBM is looking to engage a facilitator to conduct a 2 day-workshop for Civil Society Organizations on building capacities and teaching methodologies to CSOs/NGOs on Preventing Violent Extremism (PVE). Civil society organizations will then be included in the drafting of the local strategy and action plan on PVE on a municipal level. They need to build up their capacity on PVE methodologies.

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica municipality. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

 

  1. Background

 

Through youth development programs targeting the most vulnerable population groups the consortium aims to contribute to a more motivating and engaging environment for youth, through vocational trainings, employability programs, and opportunities for youth to productively engage in their community. The consortium will contribute to an increased community engagement by creating a network of relatable role models closest to the population groups, such as parents, teachers, community leaders, religious leaders and peers (eg. fellow students), who have the opportunity to act as change agents and influence the population groups’ behavior, attitudes, and actions.

 

The consortium focuses its outreach in the Municipalities of Mitrovica South and Mitrovica North to ensure equal opportunity, as well as to mitigate any risks of stigmatization of one community or ethnicity over others. The activities include vulnerable population groups from all ethnic communities in rural and urban areas within these municipalities – this includes Albanian, Serb, Bosniak, Roma, Ashkali, Egyptian, and others.

 

 

  1. Purpose and Coverage

 

The CSOs that participate in the workshop will be engaged to draft a local strategy and action plan on prevention of violent extremism for the Municipality of Mitrovica.

 

  1. Methodology and scope of work

 

Under this section, the proposed methods for organizing the workshop with working group from Civil Society Organizations’ of Mitrovica are detailed. Under the supervision and in close co-operation with the CBM the facilitator will implement the following tasks:

  1. Creation of the methodology and workshop schedule, based on the project needs :
  1. Interactive, engaging teaching methods.
  2. Based on the project needs, draft the methodology and workshop schedule and submission to the CBM for approval;
  3. Finalizing the methodology and workshop schedule;
  1. Conducting the 2(two) day workshop:
  1. Selection of the workshop date in coordination with the CBM;
  2. Based on the adopted methodology and workshop schedule, conducting the workshop;
  3. Conduct the evaluation of the workshop;
  4. Report on the conducted workshop.
  5. Build the capacity of local CSOs/NGOs for independent development of PVE strategies and Action Plans

The facilitator will be engaged for 2 days’ workshop.

 

5. Facilitator deliverables

 

The following will be the expected deliverables of the facilitator:

  • Work plan for developing the workshop, including strategy and proposed methodologies, as well as quality assurance plan;
  • Evaluation of the facilitator’s work, based on evaluation forms received from participants;
  • Successful facilitation of the workshop.
  • Technical advice and support to participants during the workshop
  • Final report on the implementation of the tasks.

 

6. Duration and time frame

 

The workshop shall be expected to be completed within 2 working days.

Two days after signing of the contract the facilitator will have to provide to CBM with the plan for implementing workshop that will articulate the overall requirements of the ToR including proposed methodology, work plan with clear timelines, and division of labor.

 

7. Consultancy Competencies, Experience and Skill Requirements:

 

  • Minimum university degree in Security Studies, Social Science or other relevant field;
  • Extensive experience (at least 5 years) experience in completing trainings/workshops for organizations;
  • Extensive knowledge of civil society sector in Kosovo;   
  • Experience on building capacities of CSOs/NGOs, institutions, and or other in the PVE;
  • Demonstrated high level of professionalism and an ability to work independently and in high pressure situations under tight deadlines;
  • Excellent inter-personal communication skills including experience of facilitation of trainings or workshops, and presentation skills;
  • Proven and demonstrated broad knowledge of and ability to utilize principles, methods, techniques and systems of project management;
  • Excellent communication and written skills in English: the workshop will be conducted in English. Albanian and Serbian would be an asset;

 

8. Deadline and submission of expression of interest

 

CBM invites interested parties to submit the following documents at procurement@cbmitrovica.org latest by 23/12/2018, 16:00hrs.

 

  • Expression of interest (EoI) outlining how the trainer/facilitator meets the selection criteria and their understanding of the ToR. 
  • A summarized description of the proposed scope of workshop and the intended methodology to be used as well as a tentative work plan including activities and time frames. 
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted. 
  • An example of similar pieces of work completed recently. 
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • Itemized financial proposal.

 

 

     9. Evaluation and Selection Process

 

This application is open to trainers/facilitators who are specialized in completing trainings/workshops and have proven and demonstrated broad knowledge of, for example, the principles, methods, techniques and systems of mentoring, community outreach, youth development and identification, and the ability to communicate this knowledge in the form of workshops. The selected trainer/facilitator will be responsible for designing and executing all the activities described in this ToR in collaboration with CBM.

The selection process of the trainer/facilitator will be based on the set of criteria (methodology, experience, knowledge of the region and references) developed by CBM Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. Technical proposal will be evaluated on 60%; whereas financial proposals will be evaluated on 40%.Bids at the lowest price will be taken in consideration. The short listed bidding consultant or firm may be asked for a formal presentation prior to the final selection.

 

 

  1.   Final report

 

This section outlines expectations in terms of final reporting, as well as interim process updates.

 

The Final report will document the context in which the workshop took place. Facilitator should provide evaluation forms to the participants to evaluate his/hers work and to include results and forms with final report.

The deadline for sending the report is 5 days after completion of workshop. Approval of the final report by the Contracting Authority will be the basis for issuing the final payment as indicated in the Special Conditions.

Gender Integration: As Consortium will target equal number of young man and women, from the facilitator it is expected to have in consideration the gender perspective.
