Terms of Reference (ToR) for Trainer/Facilitator-Peer to Peer training/workshops

  1. Introduction

 

CBM is looking to engage a trainer/facilitator to conduct 12 (twelve) training/workshops in total. The objective of the training/workshop is to strengthen the capacities of the youth in identification of vulnerable peers in 5 schools in Mitrovica. The groups will be part of the change agents’ network and will be trained to identify vulnerable peers, in order to refer them to the civic education schools or other available youth development programs. Peer to peer support groups will work together with teachers, parents and religious leaders in the identification of vulnerable youth.

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica municipality. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

 

  1. Background

 

Through youth development programs targeting the most vulnerable population groups the consortium aims to contribute to a more motivating and engaging environment for youth, through vocational training, employability programs, and opportunities for youth to productive engage in their community. The consortium contributes to increased community engagement by creating a network of relatable role models closest to the population groups, such as parents, teachers, community leaders, religious leaders and peers, who have the opportunity to act as change agents and influence the population groups’ behavior, attitudes, and actions.

 

The consortium focuses its outreach in the Municipality of Mitrovica South and Municipality of Mitrovica North to ensure equal opportunity, as well as to mitigate any risks of stigmatization of one community or ethnicity over others. The activities include vulnerable population groups from all ethnic communities in rural and urban areas within these municipalities – this includes Albanian, Serb, Bosniak, Roma, Ashkali, Egyptian, and others.

 

  1. Purpose and Coverage

 

The goal of training/workshops is to raise capacities of the youth that will serve as change agents in order to identify vulnerable youth and to refer them to the various youth development programs that will be organized. Change agents will work alongside teachers, parents and religious leaders in the identification of vulnerable youth.

The participants at the training/workshop will be youth 15-18 years old of low-income status in urban and rural areas of Mitrovica north and south.

 

 

  1. Methodology and Scope of work

 

Under this section, will be identified the proposed methods for organizing the training/workshops on mentoring and positive youth development for change agents. Under the supervision and in close co-operation with the CBM the expert will implement the following tasks:

  1. Creation of the methodology and training/workshop schedule, based on the assessment document:
  1. Interactive, engaging teaching matters ex. Discussions, games, activities.
  2. Based on the assessment, drafting the methodology and training/workshop schedule and submission to the CBM for approval;
  3. Finalizing the methodology and training/workshop schedule;
  1. Conducting the (two) workshops per month, 12 (twelve) workshops:
  1. Selection of the training/workshop dates in coordination with the CBM;
  2. Based on the adopted methodology and training/workshop schedule, conducting the training/workshop;
  3. Conduct the evaluation of the training/workshop;
  4. Report on the conducted training/workshops

The trainer/facilitator will be engaged to conduct 2 (two) workshops per month, 12 (twelve) workshops in total.

 

5. Trainer/facilitator deliverables

The following will be the expected deliverables of the consultancy:

  • Work plan for developing the training/workshops, including strategy and proposed methodologies, as well as quality assurance plan;
  • Evaluation of the trainer/facilitator work, based on evaluation forms received from participants;
  • Successful facilitation of the training/workshop.
  • Technical advice and support to participants during the training/workshop
  • Final report on the implementation of the tasks after finishing the training/workshops.

 

6. Duration and time frame

 

The training/workshops shall be expected to be completed within 6months’ period in 12 working days.

Three (3) days after signing of the contract the facilitator will have to provide to CBM with an inception report that will articulate the overall requirements of the ToR including proposed methodology, work plan with clear timelines, and division of labor.

 

7. Consultancy Competencies, Experience and Skill Requirements:

 

  • Minimum university degree in Social Science or other relevant fields;
  • Extensive experience (at least 5 years) experience in completing training for organizations;
  • Extensive knowledge of the civil society sector in Kosovo;         
  • Extensive experience in working with youth (capacity building)
  • Extensive experience in building capacities;
  • Excellent interpersonal communication skills including experience of facilitation of training/workshops and presentation;
  • Proven and demonstrated a broad knowledge of and ability to utilize principles, methods, techniques, and systems of working with youth;
  • Excellent communication and written skills in Albanian and/or Serbian, English is an asset.

 

8. Deadline and submission of expression of interest

 

CBM invites interested teams to submit the following documents by 21/11/201916:00hrs.

 

  • Expression of interest (EoI) outlining how the trainer/facilitator meets the selection criteria and their understanding of the ToR. 
  • A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames. 
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted. 
  • An example of similar pieces of work completed recently. 
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • Itemized financial proposal.

 

 

     9. Evaluation and Selection Process

 

This application is open to trainers/facilitators who are specialized in completing training/workshops and have proven and demonstrated a broad knowledge of and ability to utilize the principles, methods, and techniques of working with youth and their capacity development. The selected contractor will be responsible for designing and executing all the activities described in this TOR in collaboration with CBM.

The selection process of the facilitator will be based on the set of criteria developed by CBM Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. The technical proposal will be evaluated on 60%; whereas financial proposals will be evaluated on 40%. The shortlisted bidding consultant or firm may be asked for a formal presentation prior to the final selection.

 

  1.   Final report

 

This section outlines expectations in terms of inception and final reporting, as well as interim process updates, after each training up to pages report for the finalized training/workshop and evaluation from the participants including the evaluation papers from participants.

 

The final report will document the context in which the training/workshops took place.

The deadline for sending the report is 5 days after the completion of training/workshops. Approval of the final report by the Contracting Authority will be the basis for issuing the final payment as indicated in the Special Conditions.

  1. Conditions

Gender Integration: As Consortium will target an equal number of young men and women, from the facilitator it is expected to consider gender integration.

 

Child safeguard policy: As population group 1 is 15 to 18 years old, the engaged trainer/facilitator will have to follow Child Safeguard Policy that will become part of the contract.
