CBM is looking for an experienced manager with a deep understanding of the social and political dynamics in northern Kosovo and an established record working to strengthen civil society and democratic governance. The Project Manager will be responsible for leading implementation of a key component of the three-year Inclusive Development Programme, jointly delivered by UN-Habitat, PAX and CBM. The ideal candidate has a demonstrated ability to manage large- and medium-scale projects for local or international organizations, sharp analytical skills, and an outstanding ability to communicate both verbally and in writing; s/he possesses extensive civil society and political contacts in the region, but has a reputation for independence.

The Project Manager will report to CBM’s Executive Director and manage a small team of technical and support staff.

TASKS AND RESPONSIBILITIES

The Project Manager’s duties will include, but will not be limited to:

  • Managing, coordinating and observing all project activities as described in the project document
  • Managing the project budget
  • Ensuring smooth integration of project activities within the broader framework of the Inclusive Development Programme
  • Coordinating, supervising teamwork and manage staff;
  • Coordinating and supervising project events
  • Identifying resources needed and contributing to resource mobilization, including fundraising
  • Ensuring project documents are complete, current, and stored appropriately
  • Leading project communication
  • Identifying risks to the project’s implementation, communicating such risks to project CBM Executive Director and project partners and any other parties involved and drafting and implementing a risk management and containment strategy
  • Communicating project developments to all stakeholders, especially partner organizations and donors
  • Organising and participating in project meetings as required
  • Representing the project towards the press, local authorities and third parties
  • Continuously mapping and analyzing strategic opportunities for project-related advocacy, contributing to and participating in relevant local and international lobby and advocacy activities
  • Drafting and compiling narrative and financial reports to CBM, ultimately intended for the donor

 

The Project Manager will also be available for any other tasks contributing to the general functioning and wellbeing of CBM, as these are laid down in the Manual of Procedures and Regulations and/or will be agreed upon.

REQUIREMENTS

  • Extensive experience in management of large- and medium-sized projects in the community or international development sectors, preferably at a senior level
  • Established record working to strengthen civil society and democratic governance, preferably in northern Kosovo
  • Proven exceptional strategy development and planning capabilities
  • Up-to-date and deep understanding of social and political dynamics in northern Kosovo, extensive contacts with civil society and political actors in the region (but a reputation for independence and political neutrality)
  • Outstanding analytical skills, including the ability to apply conflict analysis tools
  • Able to work independently and responsibly under pressure, and as a member of broad and diverse teams
  • Experience supervising multiple staff, including work planning and performance monitoring and evaluation
  • Convincing professional communication skills, both verbally and in writing
  • Recognized academic degree, preferably in a relevant field
  • Professional-level fluency in English and, at minimum, Albanian or Serbian is essential; fluency in all three languages strongly preferred
