About CBM:

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica municipality. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

By supporting many concrete projects that address the direct needs of the local communities, CBM contributes in a modest way to this aim. The work of the past years has gained the organization a strong reputation on both sides of the Ibar river. Fields in which CBM works are: media, culture, youth, women, minorities, dialogue, and return of refugees and IDPs (Internally Displaced Persons).

CBMs projects are open to members of all communities living in Mitrovica and wider. CBM often cooperates with other NGOs, helps with local initiatives, and works with local governmental institutions and international organizations in order to initiate, develop, and implement activities, for the benefit of the communities, in Mitrovica and wider.

About the project:

The “Resilient and Inclusive Community Program” is funded by Global Community Engagement and Resilience Fund (GCERF) and is implemented in consortium of two organizations, Advocacy Training and Resource Center (ATRC) and Community Building Mitrovica (CBM). The program aims to: strengthen central and local level institutional operational and knowledge capacities, strengthen operational and knowledge capacities of Local CSO-s to work on prevention of violent extremism (PVE), reduce youth vulnerability towards violent extremism by increasing the sense of purpose and social cohesion, raise community awareness and acceptance towards marginalized groups and other targeted beneficiaries. The program also places a higher emphasis on preventing right wing and ethno-nationalist extremism in the region of Mitrovica, to ensure equal opportunities, also to reduce any risk of stigmatization of one community or ethnicity over other communities and ethnicities.

Duties and Responsibilities:

CBM is looking for qualified consultant/s that is required to design, plan, and carry out the needs assessment that aims to establish a comprehensive understanding of the individual needs of returnees, their families/caretakers, and former terrorist offenders in Kosovo. In addition, the consultant based on the needs assessment will develop individual plans with the relevant frontline workers for the subjects.

The needs assessment is to be conducted in the focus geographical areas. By engaging in direct consultations, the engaged consultant will gather valuable insights into their unique circumstances, challenges, and needs. Through this process, a holistic perspective will be gained, taking into account various aspects of their lives, including social, psychological, economic, and educational dimensions. In close cooperation with CBM, the consultant will also have to work closely with the Ministry of Internal Affairs/Division for Prevention and Reintegration of Radicalized Persons, Local Government and other relevant key stakeholders at the community level.

This in-depth understanding of the needs of returnees will serve as a foundation for the development of targeted individual plans. The data and insights collected during the needs assessment will guide the formulation of individual interventions specifically tailored to address the identified needs. By tailoring the interventions to address these contextual factors, the individual plans can effectively overcome barriers and promote successful rehabilitation and reintegration.

Applicants can apply for LOT I, or LOT II, as well as both LOTs based on their areas of expertise and interest. The applicants are expected to submit a technical proposal of work that provides a detailed outline of the scope of work and the intended methodology of data collection, analysis and presentation of findings.

LOT I: Conducting Needs Assessment

  • Conduct a comprehensive review of relevant literature, reports, and existing data on reintegration challenges, needs, and interventions for returnees, their families/caretakers, and former terrorist offenders.
  • Develop and implement a needs assessment methodology that includes qualitative and quantitative data collection methods, ensuring the involvement of relevant stakeholders.
  • Identify key indicators and criteria for assessing individual needs in the affective, social, pragmatic, gender, economic and cognitive domains.
  • Conduct direct consultations with returnees, their families/caretakers, and former terrorist offenders to gain insights into their experiences, perspectives, and aspirations.
  • Conduct an in-depth interview with key stakeholders to collect information on the situation of returnees and former terrorist offenders, socio-economic situation of returnees and their family members in targeted regions.
  • Assess the current state of the returnees and their families/caregivers in the process of rehabilitation and reintegration, directly from the subjects as well as MIA/DPR.
  • Encourage open dialogue and create a safe space for participants to share their concerns and suggestions.
  • Prepare a comprehensive report including the key findings of the needs assessment, consultations, current gap/challenge, and recommendations for the immediate and medium term.

 

LOT II: Developing Individual Plans

  • Develop targeted interventions through the formulation of individual plans, based on the needs assessment and consultations with returnees, their families/caretakers, and former terrorist offenders.
  • Design individualized rehabilitation and reintegration plans for the beneficiaries, considering their specific needs, challenges, and aspirations identified by the needs assessment.
  • Address the specific challenges faced by female, male, and children.
  • Engage community leaders, local authorities, and relevant organizations to gather their input and understand community dynamics and stigmatization issues.
  • Consult with frontline workers when developing the individual plans.
  • Provide recommendations and define roles and responsibilities of institutions, CSOs, community members and frontline workers in order to provide more qualitative intervention and support.

Duration and time frame:

  • The needs assessment report is expected to be completed within three (3) months from the contract signing date. This engagement will involve a dedicated period of 15 days for the needs assessment phase.
  • The development of individual plans is expected to be completed within two (2) months after the final approval of the needs assessment. This phase will entail 25 days of engagement.

Requirements:

  • Relevant degree(s) in social science, political science, security studies, sociology or other relevant fields.
  • Proficiency in statistical analysis and strong command of data analysis tools.
  • Proven previous working experience consisting of involvement in assessments, evaluations, and/or reviews in related areas.
  • Knowledge and understanding of the local political, economic, and social context in Kosovo.
  • Ability to effectively present data in a concise and clear manner.
  • Excellent written and verbal communication skills in English and Albanian. Knowledge of Serbian language is an added advantage.

The following will be the expected deliverables of the consultancy:

  • Needs assessment study approach (analytical framework, data collection strategies and methodologies, tools, indicators, criteria), confidentiality and quality assurance plan.
  • Draft needs assessment report after data collection, summarizing the methodology of the study and specifying any limitations/complications and changes to the initial design.
  • Methodology of work for individual plans (analytical framework, data collection strategies and methodologies, tools, indicators, criteria), confidentiality and quality assurance plan.
  • Draft individual plans that will contain conclusions and evidence-based recommendations for targeted interventions in the affective, social, pragmatic, gender, and cognitive domains, aiming to enhance R&R processes.

Final Deliverables:

  1. The needs assessment report

A typed final version of the needs assessment report giving a clear and detailed description of the socio-economic situation of returnees, their families/caretakers, and former terrorist offenders, as well as recommendations on immediate and medium-term.

The report should include an introductory section, main findings, conclusions and recommendations to address the current gap and necessary intervention (immediate and medium-term).

  1. Individual plans

Develop ten (10) individual plans for the beneficiaries. The plans should encompass a range of interventions tailored to the specific needs of each individual. They may include social, educational, capacity building, psycho-social, and financial support measures. The individual plans should outline the specific steps that need to be taken, responsible parties, the resources required, and the timelines necessary to achieve the desired outcomes. Each plan should be personalized to address the unique circumstances and aspirations of the individual, enabling a targeted and comprehensive approach to better support the rehabilitation and reintegration efforts.
