Terms of Reference (ToR) - trainer/facilitator for “Your Story is My Story” project


 

Introduction

Community Building Mitrovica is looking for a trainer/facilitator to conduct activities on the topic of human trafficking within the project “Your Story is My Story”. The objective of these activities is to raise awareness of people of Mitrovica regarding the causes and forms of human trafficking, measures for its prevention and about the existing institutional mechanisms for combating it.

For this purpose, a call for trainer/facilitator is conducted and is divided into two lots:

LOT 1 – Trainer/Facilitator  for workshops- delivering educational expertise and engaging as a trainer in preparing, facilitating, implementing and evaluating the activities carried out during the workshops

LOT 2 – Facilitator for Round Table & Conference  -  engage as facilitator in preparing, designing and facilitating the discussions, as well as collecting information for future purposes. Deliver educational expertise and engage as facilitator in preparing, facilitating, implementing and evaluating the activities carried out during the workshop.

This document constitutes the specifications of the framework, the purpose, standard criteria to carry out the services required and  instructions of submitting the application

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica municipality. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

 

Background

Organized crime threatens multiple aspects of Kosovo society and citizens. With the expansion of the internet and open borders, the nature of organized crime transformed into a cross-border one, enabling illegal cooperation not only within Kosovo borders but beyond. More often than not, existing mechanisms on a local and national level are not enough to inclusively combat certain illegal activities, such as human trafficking. According to the American Department of State report for 2019, there are different illegal groups that exploit people to beg in the streets of Kosovo and sexually abuse women for financial gain.

 

The situation has worsened over the years, with a noticeable increase in the number of street beggars. Mitrovica Municipality doesn't have any mechanism to prevent human trafficking except shelters when can stay after trafficking; however, there are noticeable attempts for the improvements and cooperation with different actors. Based on the assessed reports, it is evaluated that non-existing mechanisms and lack of citizens' awareness to recognize dangerous behavior and report it are harmful to society. "Your story is my story" will raise awareness of the existing national and local mechanisms for reporting the human trafficking crime and seeking assistance, as well as advocating relevant institutions for improving mechanisms for human trafficking prevention.

 

Purpose and Coverage e

The  (10) Workshops  will be organized with the purpose of raising awarenes of the stundents and for the parents thorugh council of parents , for the indicators and measures they can take to prevent possible human trafficking, by increasing the capacities and stretch the efforts on identifying the vulnerable people to human trafficking and by addressing these issues to relevant institutions for prevention and support of victims.  Victim Stigmatization will be also one of the main focus. The training targets young students from primary and  high schools of Mitrovica.

A round table  are organized on the topic of human trafficking with different stakeholders including young people from high schools and women. The purpose is to present the findings from the desk research , from workshops and confirm those, but also, to gain more information from relevant actors participating in the round table. The Conference  will be organized with the purpose of connecting relevant actors along with parents ,students , institutions in order to produce a plan to address missing mechanisms for human trafficking prevention.  These Conference will include officials from social services, police, municipal officials, psychologists, legal representatives, CSOs’ and other stakeholders.
 

Methodology and scope of work

Under this section, the proposed methods for organizing the training/round tables/workshop. Under the supervision and in close cooperation with the CBM, the facilitator will implement the following tasks:

  1. Creation of the methodology and training/round tables/workshop schedule, based on the assessment document:
  1. Interactive, engaging teaching matters ex. Discussions, games, activities;
  2. Based on the assessment, drafting the methodology and activity outlines and submission to the CBM for approval;
  3. Finalizing the methodology and activity schedule;
     
  1. Conducting the training/round tables/workshop:
  1. Selection of the training/round tables/workshop dates in coordination with CBM;
  2. Based on the adopted methodology and activity schedule, facilitate the discussions and presentations;
  3. Conduct the evaluation of the training/round tables/workshop;
  4. Report on the conducted training/round tables/workshop.

 

Trainer/facilitator deliverables

The trainer/facilitator is expected to deliver educational expertise and engage as facilitator in preparing, facilitating, implementing and evaluating the activities carried out during the training/round tables/workshop. In the course of the training/round tables/workshop period the facilitator will prepare and implement the programme of the activity and outlines of working sessions in cooperation with CBM.

The following deliverables are expected:

  • Taking an active role on preparation meetings;
  • Drafting the programme flow and sessions outlines in accordance with the project manager;
  • Facilitating the sessions during the training/round tables/workshop;
  • Evaluation of  facilitator/trainer’s work, based on evaluation forms received from participants;
  • Technical advice and support to participants during the activities;
  • Final report on the implementation of the tasks after finishing the activities.

 

Duration and time frame

 

The trainer/facilitator is expected to be engaged in “Workshops””  for a total fourteen  (14) days – ten days (10) days for the workshops  and four (4) days for preparation and reporting

For the Conference  a total of three (3) days of engagement is required - one (1) day  as facilitator and two (2) days for preparation and reporting.

Two (2) days after signing of the contract the facilitator/trainer will have to provide CBM with a plan for implementing the training/round tables/workshop that will articulate the overall requirements of the ToR including proposed methodology and work plan with clear timelines.

All the activities will be organized on a time frame between October and December 2020.

 

Consultancy Competencies, Experience and Skill Requirements:

 

  • At least BA in Social Science or other relevant field;
  • Extensive experience (at least 3 years) experience in completing training / round tables / workshops in the field of human rights, more specifically in human trafficking issue;
  • Extensive knowledge of the Human Trafficking subject in Kosovo;     
  • Excellent interpersonal communication skills;
  • Proven and demonstrated broad knowledge of and ability to identify findings and to document those and compilation of policy papers;

 Deadline and submission of expression of interest

  • Expression of interest (EoI) outlining how the trainer/facilitator meets the selection criteria and their understanding of the ToR. 
  • A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames. 
  • Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted. 
  • An example of similar pieces of work completed recently. 
  • Curriculum vitae (CV) outlining relevant qualifications and experience.
  • Itemized financial proposal.

 

Evaluation and Selection Process

This application is open to trainers/facilitators who are specialized in completing training/round tables/workshops and have proven and demonstrated broad knowledge of and ability to utilize the principles, methods, techniques and systems of mentoring, community outreach, youth development and identification of vulnerable youth. The selected trainer/facilitator will be responsible for designing and executing all the activities described in this ToR in collaboration with CBM.

The selection process of the trainer/facilitator will be based on the set of criteria developed by CBM Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. Technical proposals will be evaluated on 60%; whereas financial proposals will be evaluated on 40%.  Bids at the lowest price will be taken in consideration. The short listed bidding consultant or firm may be asked for a formal presentation prior to the final selection.

 

 Final report

This section outlines expectations in terms of inception and final reporting, as well as interim process updates.
 

The Final report will document the context in which the training/workshops took place. Changes in the socio-economic or political environment are likely to influence the type of data collected and responses received.

The deadline for sending the report is 5 days after completion of training/workshops. Approval of the final report by the Contracting Authority will be the basis for issuing the final payment as indicated in the Special Conditions.
