Terms of Reference for the Position of Program Officer

 

Background

 

Community Building Mitrovica (CBM) is a local non-governmental organization (NGO) operating in the field of peace and community building in the wider region of Mitrovica, northern municipalities of Kosovo. The overall aim of CBM is to facilitate contact and dialogue between citizens in the whole of Mitrovica municipality. CBMs staff consists of devoted citizens – both Serbs and Albanians – who grew up in this region and want to restore the previous confidence and even friendship that war and politics have destroyed.

By supporting many concrete projects which address the direct needs of the local communities, CBM contributes in a modest way to this aim. The work of the past years has gained the organization a strong reputation on both sides of the Ibar. CBM's strategic and programmatic ambitions relate to: improving intensity and quality of inter-ethnic collaboration int the Mitrovica region, particularly among youth ; and  strengthening the responsiveness and accountability of local institutions, including by  advocating for more citizen inclusion at the local level and greater inter-municipal cooperation.

CBMs projects are open to members of all communities living in Mitrovica and wider. CBM often cooperates with other NGOs, helps out with local initiatives, and works with local governmental institutions and international organizations in order to initiate, develop, and implement activities, for the benefit of the communities, in Mitrovica and wider.

 

 

CBM is seeking a qualified individual to fill the position of Program Officer who will primarily lead the project “Resource Centre for Civil Society Organizations in Kosovo”, and will also contribute to the broader development of CBM’s other programs.  

 

Kosovo Resource Center for Civil Society aims to contribute to the development of participatory democracy in Kosovo on its path toward EU Integration process.

To do so, the Resource Center will provide information and support to citizens and CSOs by offering:

  • Help Desk services for Civil Society which serves as a resource hub for information such as civic participation, registration of NGOs, participation in public consultations, and other matters related to CSO work in Kosovo;
  • Capacity Building which will provide training, coaching, and mentoring for CSOs who are willing to advance their capabilities in contributing to decision-making processes on Kosovo’s path to EU;
  • Sectorial Networking which will be created as the main platform for exchange and partnerships between CSOs in Kosovo and the development of a better synergy between NGOs which are willing to be active contributors to the public life in the process of EU integration;
  • Support for civic activism and volunteering initiatives will be facilitated with the provision of funds and free legal aid for CSOs.

Job description:

Under the overall guidance of the Management and/or Middle Management, the Program Officer provides project support services ensuring high quality, accuracy, and consistency of work. The Program Officer will be responsible for supporting Community Building Mitrovica in the implementation of program activities. The ideal candidate for this position has: a demonstrated managerial ability in implementing large and medium-scale projects for local or international organizations, demonstrated experience in supporting local CSOs, demonstrated thematic expertise regarding the work and with local institutions, preferably in terms of citizens participations, strong analytical skills, strong communication skills, is highly organized, adaptable,

 

and is able to prioritize tasks while working independently. Additionally, the candidate is to play a key role in the work of CBM with and towards local institutions and to proactively identify ways to promote greater citizen inclusion and inter-municipal cooperation

Specifically, the Program Officer should:

  • Manage the overall “Resource Center for CSOs in Kosovo” project implementation;
  • Provide support on planning, administrating, and implementing the program;
  • Work closely with the project team and the Management and/or Middle Management of the organization to coordinate efforts within the team and with partners to deliver activities within the set deadlines;
  • Support on organizing and monitoring reporting schedules to the donor and ensure that deadlines are met;
  • Develop reports and correspondence independently, both for the Management and /or Middle Management of the organization and the donor(s);
  • Ensure successful delivery of the project activities and report those to the CBM management and partner organization, when needed.
  • Organize meetings with different agencies, stakeholders, local authorities, and NGOs;
  • Assist the Finance Officer with project accounting and budget utilization ensuring the provision of required support documentation, assisting during audit exercises, drafts selected narrative and financial reports;
  • Assist local NGOs in their request for support;
  • Taking notes and translating documents when required;
  • Leads on specific projects/work stands/or activities as agreed with the Management and/or Middle Management of the organization by contributing to the organization’s program development and further implementation;  
  • Bring any issues of risk, liability, or fraud to the immediate attention of the appropriate staff at the organization;
  • Maintain active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions;
  • Actively participate in fundraising efforts, including by proposing ideas and assisting with drafting and developing the project ideas/proposals, as well as attending funding opportunity info sessions from donors;
  • Contributes to CBM’s external communications and the plans and coordinates its implementation (both at the project and organizational level), as well as contributes to Monitoring and Evaluation efforts;
  • Represent CBM in specific events and contributes to adequate visibility of project results, as well as in resource mobilization;
  • Support and assist project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, diversity;
  • Drafting and opening calls as per project needs;
  • Perform other related duties, as required;
  • The candidates should have demonstrated an understanding of the political context and diplomatic ability to work with local institutions across political and ethnic boundaries.

 

Requirements:

  • Bachelor's Degree in Management, Administration and/or relevant fields;
  • Extensive experience in project management, preferably in (NGO/INGO) sector;
  • Good knowledge and experience in project implementation;
  • Proficient in written and spoken English and Serbian (knowledge of Albanian language will be considered as an asset);
  • Extensive knowledge of NGO work in Kosovo, particularly NGOs of minority communities;
  • Knowledge in distribution and monitoring grants for NGOs;
  • Ability to organize tasks simultaneously and prioritize work;
  • Demonstrated a high level of professionalism
  • Ability to work independently and responsibly under pressure
  • Professional communication skills, both verbally and in writing in Serbian and English
  • Attention to detail and problem-solving skills
  • Ability to proactively address potential issues
  • Computer literate in Microsoft Word, Excel, Email and PPP
  • Ability to drive and willing to travel in all regions in Kosovo (active driver).
